What's your budget?
The Canon EF 28-135mm f/3.5-5.6 IS USM is great lens all around lens for the $. It gives you good range for a variety of shots, from portraits to telephotos.
Another good choice would be the Canon 50mm f1.8 for around $100 or the more expensive Canon 50 f1.4 priced at around $300
I own the 50mm f1.4 and love it. Good build quality, sharp images and great bokeh.
Can't go wrong with any of ones I mentioned above. All of them are EF lenses as opposed to EFS, and will work with full frame bodies if you ever decide to upgrade.
the 18-200 before the 15-85. The best portrait lens I ever had was a Ziess 135 for 35mm. Short telephoto for portraits and seeing most portraits are not tack sharp I wouldn't spend a lot of money or worry about lens speed either.
