I highly suspect a hawk,a harrier if i'm right.
If i'd seen that bird here in the Netherlands i'd have gone for a Western Marsh-harrier(Circus aeruginosus),not sure if they're indigenous where you're at though?

I`m from Russia - Ural -more precisely the city of Miass Chelyabinsk region. In 10 kilometers of house where are live, there is a pool.The area around the pool relative to the green thicket and leveeroad. I add some photos in this post.

Just a bit of trivia , the term hawk is usually used to refer to a bird, such as an eagle or a falcon. Eagle is a specific name.
Those are really nice pics you took of those eagles. You might want to be a photo contributor and get paid for it. I know of a site that accepts photo contributors.
Shutter stock is also another site that accepts photo contributors. But kozzi.com not only pays photo contributors for the photos they sell. They also have an affiliate program where they pay you for using their stock photos to post on your blogs or articles. You can check their site for more details about this.
